Economic assistance proposal "Lotto Stimulus"

I've been writing to President Obama and talking to our Mayor and Representative Maribito: House of representatives, about initiating a city lottery plan that I wrote for each city in the country. I'ts called "LOTTO STIMULUS." Sales initiative: $5k weekly prize. Objective: Eliminate Poverty in America! City Residents get an after tax equal share payment of ticket sales profits every six months. The semianual direct deposit will supplement household income and help the economy. I'm pushing this but ultimately the power rest with Governor of each state. The Governor has to approve this and program it into state lottery machines for each city. I saw a UFO!

1977 - On a winter evening while visiting the city of Baltimore Maryland, I witnessed a craft, high in the atmosphere above a Police helicopter. It seemed to shadow it. I thought,... another helicopter maybe? It was a faint cluster of red and blue lights in the night sky. Suddenly it did a zig zag, then flew straight up, disappearing into the stars. No Earthly vehicle can move like that. So, I called it in to an Air force base and reported a UFO. A black woman answered and laughed. She called me Donny, saying stop it. Then she laughed at me some more. So I hung up. That experience is one of many that assure me of certain realities. I've no doubt that God exist, as well as other life in the Universe. There's more life in us, and around us, than that of what any of us may believe. What will President Obama discover? How much will he be allowed to share? Now, close your eyes and imagine the theme music for the twilight zone.  Now, because I dare to ask, here's more. *Contemplation of the object craft.*Gravity and density are somehow relative. Add centrifugal force and there seems to be a displacement of gravity. Magnetic fields also seem to displace gravity, and are capable of moving a high density object. An object like a lead ring can be spun with significant revolutions per second to displace graviton particles within the metal. If the field is electromagnetically applied to the ring via conductors imbedded in the inner circle of the ring, translation occurs. Centrifugal force becomes gyroscopic inertia. Could it be that such translation, unanchored, and with the right materials, may create anti gravity wave?

Wildfire Firefighting with Halon Bombs

CALIFORNIA: With frequent fires, still have the opportunity to upgrade. AUTOMATIC WATER JET FIREWALL systems can be initiated now. Basically, it's a sprinkler system on steroids that shoots water up into the trees and/or around homes. Water is automatically pumped in from a large body. A specialized reservoir, lake or even the ocean can be accessed. Appropriate pumps and piping designed to protect property and reserved forest areas can be reasonable installed. This would be a sensor controlled system that would be monitored by camera, via resident owners, and /or the perspective fire department. Applicable shut offs are both manual and computer controlled. -I've suggested this more than once to the LAFD and the Governor years ago, but was ignored. If they had taken me seriously, this reoccurring situation could have been far less severe. Instead of building their own system with the design that I've suggested to them, they advised me to go through a commercial solicitation route. I wasn't trying to sell them anything. I want help. ________________________________________UPDATE 11-15-2008. Future fires like what you've seen today, could be significantly limited. Property and lives could be spared. Firemen could have an automated assistant. For water depressed areas, did you know that urine could be treated, stored, and used as non-potable water for fire fighting? Would it be worth your time to consider this, and prepare? _____________________________Update: 11-17-2008: Noted is the Automated Water Jet, Firewall System. (AWJFS). I'd also like to suggest the HALON BOMB. This method is to be used only in large devastated areas where the fire continues to burn. Either use an appropriate sized cylinder, tank or 50 gallon drum. Fill it with Halon or a superior oxygen bonding fire fighting powder. Pressurize the container to 5kpsi. Insure tolerance capacity and material strength before pressurizing. Air drop the container on to the devastated area. It will explode, while extinguishing the fire. Brilliant minds out there already know how to configure additional explosive power to maximize the oxygen depletion area. Explosive dispersal on the ground or in an air burst is dangerous, but far more effective per square mile than dropping powder alone. Wherein dropping a series of bombs in a maximun dispersal pattern, with an active oxygen bonding powder or gas agent, will starve out a forest fire immediately. Doc.D. TREC - RE: Spent reactor fuel

C. 'Doc' Dodson's , Tertiary radioactive energy collection (T.R.E.C.) in conjunction with the Radionuclide laser incinerator reactor design, seems futuristic, but it can be done now. For more than twenty years I've had an initiative to find a way to destroy HLW. (spent reactor fuel)and to use up it's remaining energy. The D.O.E. with it's own agenda, was not interested in my past proposals. But that's of little importance now. I'm publicly publishing my idea, with hope of it's development at some place in the future. Perhaps so, at a time after my death. Good luck America. Maybe with international help, we'll get it done. I believe in the brilliance of human beings. I believe in America. For the development of a diverse technolgy, derrived from solar studies, I'll try to explain this process in layman's terms. To destroy spent reactor fuel pellets and fuel rod plutonium, Imagine the Radionuclide laser incinerator reactor at work. Essentially it's an underground reactor tower with a contained air recirculation system. There is a support and control center building with a control dispersal route attached to the body of the reactor sub-tower. The sub-tower facility could be a refurbished missile site. The interior has a reaction chamber with three layers of shielding, The outer most layer is concrete, several feet of it, with special attributes. The second layer is a top secret gel compound that incases, specialized, electronic equipment energy collection components. The interior layer is comprised of removable shield sections that are attached to extensions from the concrete. The interior shield sections are made of reactor control rod, neutron absorbing materials, a special hafnium, boron carbide steel. An ingenious method of magnetizing the plates is used to create an electromagnetic field. REF: Tokamat. The field strength is capable of thermal resistance, that inhibits damage when contacting plasma. Infinitely encircling gas augmented lasers create a grid, via continuous loop reflectors. The lasers intersect, forming a small plasma bubble in the center of the chamber. Thermal waves similar to solar pulsars are emitted from the plasma bubble as a catalyst for change upon the interior. Radioactive waste put into the chamber, saturate and burst. Now the energy depletion and collection process starts. I call it "T.R.E.C." Tertiary, radioactive energy collection. That means three stages. [Stage one] The interior shield is irradiated with thermal energy, including quarks, neutrons, Alpha particles, (Uranium / plutonium ash) beta waves, and gamma waves. Effect: Via neutron manipulation, the removable internal shield sections are slowly changed into an inert depleted uranium compound, as it encompasses and destroys uranium alpha ash (solid particles). The process causes neutron manipulation in the solid uranium and plutonium atoms, potentially accelerating their natural flux. The objective is for energy to become a bit more fluid. [Stage two] Thermal waves produced by multiple source irradiation penetrate the first shield, sending electrons and photons to collect in the gel. Gamma flux causes electron displacement and transfer. Hidden within the gel are fiber optical laser conduits that collect the excited thermal electrons / photons like blood cells being collected into a human circulatory system [Stage three] The fiber optical laser conduits deposit the collected thermal accelerated electrons/ photons into high tech. photovoltaic materials. Opinion: The biggest problem with storing nuclear waste, is storing the radiation and the energy it produces, possibly, actually slowing decay, as well as making the storage containers toxically radioactive. EFFECT: The T.R.E.C. method proposes a way to destroy the Alpha by constantly changing it into an inert, usable product. Alpha energy is siphoned off in it's purest form, without the radioactive hazard. Specifically, the first shield layer becomes an energy filter while the alpha blocked on the interior actively fissiles with non regenerative, non pair producing fission, as it loses its energy. Note: Very specific conditions are required for pair production, bomb type fission. Non regenerative fission is natural decay. There is a veery real possibility here, of speeding things up. Actualy, actively destroying the radioactive potential of the waste matter while collecting non-radioactive energy. Note: Copyrighted theory: Radionuclide toxicity reduction. Wherein an air recirculating unit, each pass of airborne waste through the laser grid results in a subatomic energy spike and release. Dispersal equals toxicity reduction. The rest is literally elementary. Enery that was actually produced by radiation, "don't you think that's great!"
