Economic assistance proposal "Lotto Stimulus"

I've been writing to President Obama and talking to our Mayor and Representative Maribito: House of representatives, about initiating a city lottery plan that I wrote for each city in the country. I'ts called "LOTTO STIMULUS." Sales initiative: $5k weekly prize. Objective: Eliminate Poverty in America! City Residents get an after tax equal share payment of ticket sales profits every six months. The semianual direct deposit will supplement household income and help the economy. I'm pushing this but ultimately the power rest with Governor of each state. The Governor has to approve this and program it into state lottery machines for each city.
